The Police Department responsibilities and obligations include: improving the quality of life in the community for our residents and visitors, maintaining the peace and preserving public order, protecting life and property, apprehending criminal offenders, recovering stolen property and identifying the rightful owners, and enforcing traffic safety laws. The Police Department provides these services following the philosophy that no call for our services will ever be to small, and that we will provide police services to the community in the same manner, and at the same level we expect other law enforcement agencies to deliver police services to members of our own families.


The Police Department is comprised of the following divisions:


Administration which manages and coordinates: the delivery of all police services for the community using the philosophy of Community Policing; effective communication with the City Council, City Manager, and the Public Safety Advisory Commission; an open-door policy with the community at-large; all other divisions of the department; police dispatch contract with Contra Costa County; police records and citations; and training for all staff.

Operations which is responsible to provide and coordinate: uniformed patrol services, including responding to life threatening emergencies, in-progress criminal activity, and police canine services; collection, preservation and release of evidence/property seized by staff; problem oriented policing and crime prevention programs to improve quality of life issues in neighborhoods and business districts; peacekeeping activities; an effective traffic enforcement program and accident investigation; mutual aid requests with allied law enforcement agencies.

Services which provides and coordinates: animal control services, code enforcement efforts, including parking enforcement; criminal investigation for serious crimes/incidents reported to the department, including narcotics violations; fingerprinting services; and a school resource officer program at all schools within the City.

Administration:

In the spirit of Community Oriented Policing, Administration has an open-door policy for all members of City staff and the community at-large. This spirit is encouraged throughout the Department, along with the responsibility to quickly address issues as they arise.  Administration is responsible for the management and coordination of all police services provided by the Department. This is accomplished by effective planning for both current and future needs service needs and organizing the Department to ensure it can accomplish its goals and objectives. To meet these goals and objectives, staff prepares a detailed budget for Council approval. At the same time, staff must continually evaluate the activities of the Department, make adjustments, and provide appropriate training to ensure that the Department continues to provide the highest quality of services possible to the community.
The City currently contracts with
Contra Costa County for police dispatch services. This contract provides services a dispatch center 24 hours per day, seven days a week, 365 days a year. The community can contact this center by calling 374-2300 from any phone, or by calling 911 from any regular phone line within the City. Calls to 911 from any cell phone being operated in the City are currently routed to an emergency dispatch center operated by the State and must then be transferred to the emergency dispatch center in Contra Costa County. Dispatch then dispatches the appropriate level of police response to the call for service, either by radio broadcast or computer terminal transmission to a mobile data computer located in the officer’s patrol car.  Records Services currently provide services Monday – Friday from 8:00 a.m. to 5:00 p.m. Records is responsible to process, maintain, retrieve and route police reports and citations. Citizens may also come to the Department to speak directly with an officer, file a report, have mechanical fix-It citations signed off, towed/stored vehicles released, request police reports, make a request for criminal history, or make a late report of a traffic collision.

Operations:

Operations provides uniformed patrol and traffic enforcement programs. These services include a wide variety of functions including: responding to life threatening and in-progress criminal activity, addressing quality of life issues in the neighborhoods, performing peacekeeping activities such as mediating disputes, and acting as a problem solving resource. It is also responsible for traffic safety and enforcement. This is accomplished through enforcement activities, public awareness/education opportunities, and consultations with the traffic engineering staff in the Public Works Department. The Department has applied for grant funding for this fiscal year, from the California Department of Traffic Safety, to provide additional staff, equipment, and training which will enhance traffic safety within the City, including State Route 12.  Currently, the department deploys uniformed services to specific geographical areas, referred to as beats. Officers are responsible for both proactive and reactive public safety activities for their areas, and sometimes officers may be assigned to work as a team to address specific issues impacting public safety in any single beat area. Officers are also assigned to be a team member of a Neighborhood Sector Team, which include other staff members from all City departments. Officers assigned function as Problem-Oriented Policing Officers. They act as coordinators and facilitators for problem solving activities involving residents, neighborhood associations, and business operators.

Services:

Services is responsible to coordinate the Code Enforcement Program for the City.  As Council has clearly identified Code Enforcement as a priority, staff will be working with the community to develop an effective program during this fiscal year.  Council has approved a Detective position, which will be responsible for conducting investigations of all serious crimes, including narcotics violations, reported within the City. An officer will be assigned to this position during this fiscal year, and will be provided the appropriate training to perform duties required during the assignment. A second officer may be assigned, provided minimum patrol staffing levels are maintained, specifically to investigate narcotics violations. This officer may eventually be assigned to Solano County Narcotics Enforcement Team, if the Chief of Police feels such an assignment would be in the best interest of the City.  Services is responsible for contract management of all animal control services provided to the City. Services include a wide variety of activities that support the general health, welfare, education, and control systems for animal services. Administration includes overseeing the services provided through a contract with the City of Fairfield, equipment and vehicle services, dispatching for complaints and services, kennel services, licensing and counter services, and spay/neuter and adoption services. It also provides support for Hearing Officers regarding animal complaints, citations, and violations.
