Department of Public Works Administration and Engineering: Administration
and Engineering is responsible for a wide array of activities. Administration
oversees the City’s fleet maintenance and manages contracts with
service providers. Engineering is responsible for plan checks, development
review, and development and administration of the City’s Capital
Improvement Program (CIP), traffic/transportation engineering, and
Engineering administration. Street Maintenance: Street Maintenance is charged with assessing, planning, and improving all infrastructure items related to street maintenance. Specifically, it provides traffic signal maintenance and operational support, street sign installation and maintenance, roadway striping and pavement markings, tree trimming and roadway landscape maintenance, pavement maintenance, street sweeping, storm and flood maintenance (within street rights-of-way), and bridge and roadside maintenance.
Street Pavement Overlays and Seals: Related activities include performing timely street pavement overlays using asphalt concrete and various sealing techniques to maintain structural integrity and acceptable riding surfaces, and to extend the life expectancy of the asphalt pavement. Work is scheduled in accordance with the City’s Pavement Management Program to ensure the work is done in a cost effective manner.
Bridge and Roadside Maintenance: Related
activities include routine maintenance and repair of bridges and culverts;
repair and replacement of guardrails, sound walls, and retaining wall
structures; and roadway shoulder grading, vegetation trimming, and cleanup. Signs, Striping and Pavement Markings Maintenance: This
activity includes routine maintenance and replacement of advisory and
regulatory signs, emergency response for replacement of stop and yield signs
or other hazardous conditions, routine maintenance and replacement of
pavement striping and legends, removal of illegal signs, and removal of
graffiti. Storm and Flood Control
Maintenance: This
activity includes storm drain inspection and cleaning; drainage ditch
cleaning; removal of drift and debris from bridges and culverts; and
inspection before, during, and after storms to identify drainage problems. Street Pavement Maintenance: This
program provides routine maintenance on the 30.5 miles of City streets. Work
includes pothole patching; replacing failed pavement base materials and
asphalt concrete surfacing; pavement crack sealing; spot paving to repair
localized pavement distortions and failures; and removing litter, debris, and
unsightly objects from street rights-of-way. Street Sweeping: This
activity includes scheduled monthly sweeping of 61 curb miles of residential
streets, commercial streets, and bicycle lanes. Traffic Signal Maintenance: Related
activities include scheduled, preventative, and response maintenance of the
two traffic signal systems in Rio Vista as well as routine inspections,
re-lamping, repairs, and electrical power inspections. This work is
coordinated with CalTrans. Traffic Signal Operations: This
activity involves providing engineering support for traffic signal
operations. Engineering support involves providing coordinated system timing;
solving operations deficiencies; identifying needed changes in hardware; and,
identifying needed adjustments of timing, striping, or signing signalized
intersections. This work is coordinated with CalTrans. Tree Trimming and Landscaping: This
activity includes trimming trees and other vegetation to provide proper
lateral and overhead clearance; visibility for traffic signals and signs; and
clearance for pedestrian, bicycle, and vehicular traffic. It also includes
removing trees that are considered hazardous or causing damage; removal of
trees, branches, and other storm caused debris from rights-of-way; maintenance
of about 20,000 linear feet of strip landscaping (sound walls, medians and
frontage roads); moving turn areas and pruning select landscaped areas
between frontage roads and major arterial streets; litter cleanup, watering,
and mowing landscape and roadside shoulders; and providing chemical weed
control. Flexible Roadway Maintenance: Because
roadway maintenance needs vary year to year, these funds are reserved to
supplement maintenance needs that exceed expectations. This enables the City
and its service suppliers to respond to extraordinary or unforeseen
maintenance demands quickly and responsibly. Street Landscaping: This
activity includes planning, construction, and maintenance of street
landscaping. Drainage Maintenance: This
activity involves operation and maintenance of drainage channels and storm
drains. Traffic Calming: This
is a project to develop and implement, with citizen participation,
neighborhood traffic plans to manage volume and speed of neighborhood
traffic. New Street & Way Finding Signs: This
is a project to upgrade all existing street name signs with the city to a
single style. In addition, way-finding signs will be upgraded or new signs
installed to improve direction to City facilities for the motoring public. Solid Waste & Recycling: The
Public Works Department oversees the City’s solid waste contract with
Rio Vista Sanitation. The service includes weekly collections of garbage, and
recyclable materials and a semi-annual large item collection. The contract
provides expanded solid waste disposal services at no additional cost to
users. Stormwater: Public
Works is responsible for planning, design, construction, operation, and
maintenance of the stormwater drainage system.
Drainage improvement projects are identified as part of drainage facility
maintenance, capital improvement projects, and storm response. Annual
projects are prioritized based upon prevention of severe flooding, public
safety, and maintenance with a primary goal of reducing instances of
residential street property and structure flooding. Facility Management: As
part of the Public Works Department’s infrastructure management, Public
Works oversees facility leases for the City, which currently includes office
space for Police and City Hall services.
Construction of new public works facilities has been proposed as part
of Northwest Wastewater Treatment Plant construction and is currently under
construction. Fleet Maintenance: Fleet
Maintenance is responsible for providing general maintenance, implementing a
preventative maintenance program, overseeing purchases, monitoring service
agreements, and promoting alternative energy vehicle services. This Division
actively promotes the wise use of the City fleet by exploring alternative
fuel capacity, developing a proactive preventative maintenance program, and
conducting ongoing research into clean air partnerships. The City fleet
policy is based upon shared services and a “pool type philosophy.”
Administration continually strives to provide alternative fuel capability
where possible, thus improving air quality, reducing tail pipe emissions, and
setting an example for clean air partnerships. Assessment District Administration: The
City has the responsibility for the revenues and expenses associated with the
maintenance of numerous lighting and landscape assessment districts within
the City. Lighting and landscape districts are formed as a means of financing
common area landscape maintenance and lighting in new developments.
Homeowners are assessed through their property tax bill. Water Services: Public Works is responsible for contact management of the contract for the operation and maintenance of the City’s water system, and master planning, construction management, construction of new facilities.

maintenance of the City’s wastewater system, and master planning,
construction management, construction of new facilities. Airport
Operations is responsible for maintaining the airport facility, master
planning, oversight, purchasing, renting of hangers and tie-downs, and
operating the airplane fueling station. Public Works is responsible for the daily operation and maintenance of the Transit system that operates within Rio Vista, to Isleton, Antioch, Fairfield, Suisun City and Lodi. Parks: Public
Works is responsible for the operation and maintenance of the park facilities
within the City, master planning, and preparing grant applications for
upgrades or construction of new park facilities.
